M ike Gagne has worked with the Manitoba Emergency Measures Organization since September 2013. He has directed the Manitoba Emergency Coordination Centre in response to emergencies related to flooding, severe weather, wildfire evacuations, and critical infrastructure failure. He led a provincial government all-hazards incident management team deployed to Portage la Prairie to direct provincial support to municipalities preparing for high water along the lower Assiniboine River in 2014.
Mike has also held leadership roles in coordinating the provincial response to the Syrian Refugee resettlement effort in 2016 and coordinating the provincial logistics support effort to sustain Churchill during the rail service disruption from May 2017 when flooding damaged the HBR Herchmer subdivision from Gillam to Churchill until resumption of service in December 2018.
Mike spent 26 years in the Regular Army, serving in Victoria, Winnipeg, and Shilo with overseas deployments to Croatia, Bosnia, and Afghanistan and domestic emergency deployments to Manitoba as the Canadian Armed Forces liaison officer to the Province of Manitoba during the 1997 Red River Flood and Quebec for the 1998 Ice Storm. As a Reservist Mike worked at 2nd Canadian Air Division Headquarters in the training directorate and with 38 Canadian Brigade Group in its battle school and its headquarters.
